Permission to leave
In the last half of the nineteenth century, Europe was in turmoil. The various German states needed all the able-bodied men and revenue they could muster. They wanted to ensure that people emigrating were not doing so to avoid compulsory military service or taxation obligations. Several governments established a process of documenting those who had approval to leave.
